Deductions from salaries of all individuals included in the above schedule shall
be retained in the State Treasury for the purpose of reducing the expenses of the
State Government, which deductions shall be made at the time of each salary pay-
ment, except that the Governor is authorized to adjust these deductions among domes-
tic servants at the Mansion, charwomen and other help, provided the total of such
deductions shall be not less than the following annual salary scale applied to the
total budget:
