Not less than 15 per cent of the salary of the State Reporter as set forth in the
above schedule, line 1, shall be retained in the State Treasury for the purpose of
reducing the expenses of the State Government, which deduction shall be made
at the time of each salary payment.

Deductions from salaries of all individuals included in the above schedule, with
the exception of the Governor, whose salary is fixed by the Constitution, shall be
