special session only, or for the use of the General Assem-
bly of Maryland of 1935, or to defray the expenses of a
State constitutional convention if called, or a convention,
if called, to consider the ratification or rejection of a pro-
posed amendment to the Constitution of the United States,
said sum to be used solely for emergencies which could not
be foreseen at the time of the enactment hereof and which
require, for the welfare or safety of the State, the expendi-
ture of money which would not otherwise be available, and
to be disbursed only in accordance with the provisions of
an Act of the General Assembly enacted in the usual
manner.
