officer or institution for the purpose or purposes for which
the same are dedicated, or may be necessary.

SEC. 10. And be it further enacted, That the Board of
Public Works be and it is hereby authorized and empow-
ered to borrow upon the credit of the State, at any time
during the fiscal period covered by the budget, any sum or
sums not to exceed fifty thousand dollars ($50, 000. 00) in
the aggregate to meet temporary deficits in the Treasury,
and in addition thereto the said Board of Public Works
shall have power to borrow upon the credit of the State
during said period not exceeding $1, 000, 000. 00, in antici-
pation of taxes levied for any year. All sums borrowed in
pursuance of this section shall bear interest at a rate to
be determined by the Board of Public Works and shall ma-
ture and be repaid on or before the first day of October,
1936.

SEC. 11. And be it further enacted, That the Board of
Public Works is hereby authorized and empowered to
supervise the expenditure of all appropriations contained
in this budget and for that purpose the said Board shall
have power to reduce or eliminate any appropriation
which it may deem unnecessary, except the appropriation
for the payment of interest and the retirement of the State
debt and the appropriation to the Legislature and the Judi-
ciary, and no officer, department, commission or employee
shall be authorized to expend any appropriation or part
of an appropriation which the Board of Public Works
deems to be unnecessary. The said Board shall have full
power and authority to establish rules and regulations,
not inconsistent with law, to carry out the powers con-
ferred by this section, and to administer the reserve fund
and the Emergency Contingent Fund hereafter appro-
priated.

SEC. 11-A. And be it further enacted, That the Re-
serve Fund of $400, 000. 00 for the fiscal year beginning
October 1, 1933, and ending on September 30, 1934, and
the Reserve Fund of $400, 000. 00 for the fiscal year be-
ginning October 1, 1934, and ending September 30, 1935,
as hereinafter set forth, is appropriated for the use of
the respective departments, boards, commissions and offi-
cers of the State, and the respective schools and institu-
tions thereof. The Board of Public Works is hereby au-
thorized and empowered to allocate such funds, and su-
pervise the expenditure of the same among the respective
