the parties bidding for said contract, who in their
judgment will execute the same on terms most ad-
vantageous to the county.

Sec. 3. And be it enacted, That said county com-
missioners shall reserve one-half the amount so
levied till said causeway be constructed, as a
security for the faithful performance of the con-
tract, and when the said work is so completed they
are hereby required to appoint two citizens of
Queen Anne's county, of sound and impartial
judgment, and of no blood affinity to the party
contracting, to view and examine the same, who
within ten days after their appointment, shall
make return to the office of said county commis-
sioners.

Sec. 4. And be it enacted, That the parties so
appointed shall examine said causeway with refer-
ence to its height, width and mode of construction,
and on their reporting to said county commission-
ers, that in these and all other of its provisions,
the contract entered into by them has been faith-
fully performed by the party with whom they con-
tracted, and that said causeway has been fully and
well completed, and is a substantial work, and of
a height above the highest tides, then shall said
county commissioners pay over to said party who
has constructed the causeway, the balance of said
levy reserved in their hands and held as a security
for the faithful performance of contract, and take
a receipt that the same has been paid in full, and
have the same filed by their clerk in the appropri-
ate bundle of papers in said office.

Sec. 5. And be it enacted, That this act shall
take effect from the date of its passage.
