Sec. 4. And be it enacted, That said hoard shall
have power to make such by-laws, consistent with
law, as it may deem proper for the management of
the business and concerns of the company and to
alter them from time to time.

Sec. 5. And be it enacted, That the company shall
have a lien on the stock of every stockholder for
any debt which he or she may owe to the company.

SECTION. I. Be it enacted by the General Assembly
of Maryland, That Stephen R. Gore, Joshua C.
Grist, Thomas Paynter, W. D. Norris, James F.
Purvis, David Prugh, A. E. Dorsey, Josiah L.
Cover and William Frizzell, be and they are here-
by incorporated a body politic for making; a Tarn-
pike Road, to be commenced at the centre of the
