and City Council, before they proceed to make

 

any purchase or issue any bonds under this act,

 

shall take from said Thomas H. Paul and J. T. H.

Paul, a bond, with approved securities, as said

ditioned that when said city shall have purchased

 

and paid for the ground to be so purchased by it,
