advertised in the town newspapers the time and

place where subscriptions to said stock can be made,
|
 
|
shall offer to the citizens of Westminster such capital
|
 
|
stock for subscription thereto, in amounts not greater
|
 
|
than fifty shares to any one subscriber, for at least
|
 
|
three weeks after the formation of such joint stock
|
 
|
water company; provided, however, that any water
|
 
|
company now formed, or that may be hereafter
|
 
|
formed for the purpose of supplying water to the
|
 
|
said city of Westminster, be and the same is hereby
|
 
|
authorized to issue to those persons who have here-
|

tofore subscribed and paid certain sums of money

for the purpose of introducing water into said city,
|
 
|
stock of said company to the extent of the amount
|
 
|
so subscribed by them, and thereupon the said com-
|
 
|
pany shall be entitled to receive and have all the

|
rights and franchises acquired by said persons in
|
 
|
the efforts heretofore made to introduce water into
|
 
|
said city as aforesaid.

|
SEC. 10. And be it further enacted, That in order
|
 
|
to enable the Mayor and Common Council of West-
|
 
|
minster to carry out the provisions of this act, the
|
 
|
said Mayor and Common Council are hereby author-
|
 
|
ized, empowered and directed to levy annually upon
|

the taxable property within the corporate limits of

Westminster, a water tax, to be levied and collected
|
 
|
the same as other corporation taxes are levied and
|
 
|
collected, and that the said taxes levied and collected
|
 
|
for a water tax shall be kept as a separate fund,

and shall not be used for any other purpose than to
|
 
|
pay said joint stock water company the interest on
|
 
|
the cost of constructing water works as hereinbefore
|
 
|
provided; and the Mayor and Common Council

shall levy annually and collect for this purpose the
