the assessable property of said town, provided that

 

the taxes for all purposes shall not exceed forty cents

 

on every one hundred dollars worth of taxable prop-

 

erty in any one year, which taxes shall be collected

 

and paid to said commissioners by such person or

 

persons as the said commissioners, or a majority of
