any decision of a local unit, and may consider any application
upon which a decision has not been made by the local unit
within a reasonable time. The State Department may make
such additional investigation as it may deem necessary, and
shall make such decision as to the granting of assistance and
the amount of assistance to be granted as in its opinion is
justified and in conformity with the provisions of this sub-title.
Applicants or recipients affected by such decisions of the State
Department shall, upon request, be given reasonable notice and
opportunity for a fair hearing by the State Department.

Al] decisions of the State Department shall be final and shall
be binding upon the county or Baltimore City involved and
shall be complied with by the local units.

SEC. 3. And ~be it further enacted, That if any provisions of
this Act, or the application thereof to any person or circum-
stances, is held invalid, the remainder of the Act, and the ap-
plication of such provision to other persons or circumstances
shall not be affected thereby.

SEC. 4. And lie it further enacted, That all laws or parts of
laws, inconsistent with the provisions of this Act be and they
are hereby repealed to the extent of such inconsistency.

SEC. 5. And be it further enacted, That this Act shall take
effect on June 1, 1937.

CHAPTER 4.

AN ACT to repeal and re-enact, with amendments, Sections
16, 18, 20, 21, 24, 27, 29, 30 and 32 of Article 30 of the
Annotated Code of Maryland (1935 Supplement) as amended
by Chapter 145 of the Acts of the General Assembly of 1936,
title "Deaf, Dumb and Blind", sub-title "Public Assistance
to the Needy Blind".

SECTION 1. BK it enacted ~by the General Assembly of Mary-
land, That Sections 16, 18, 20, 21, 24, 27, 29, 30 and 32 of
Article 30 of the Annotated Code of Maryland (1985 Supple-
ment) as amended by Chapter 145 of the Acts of the General
Assembly of Maryland of 1936, title "Deaf, Dumb and Blind",
sub-title "Public Assistance to the Needy Blind", be and the
same are hereby repealed and re-enacted, with amendments,
to read as follows:
