the permanent board of registry to examine the entries of the
several precincts for the purpose of eliminating the names of
persons who have died or have removed from the County. It
shall be the duty of said supervisors to direct that the regis-
tration cards or forms of registered voters who have not voted
at least once at a primary, general or special election in the
four preceding calendar years, shall be taken from the original
and duplicate files and placed in a transfer file, and a printed
postcard notice of the fact, with the information that his or
her eligibility to vote has been cancelled by reason of his or
her failure to vote for four calendar years, and that the
voter must register in order to be eligible to vote, shall be
sent to the last known address of such voter.
Any voter of Montgomery County on or before the twenty-
first day prior to a general election may file with the Perma-
ment Board of Registry at the Board's office objections to the
registration of any person who, he or she has reason to believe,
is not eligible to vote, or a request for the addition of any per-
son whose name has been omitted or who has been erroneously
dropped from the registries of any precinct of said County.
Application for the correction of any such precinct registry,
or a challenge of the right to vote of a person named, or the
addition of any person whose name has been omitted or who
has been erroneously dropped from the precinct registries,
may be made by any qualified voter of the County at the office
of the Board not later than twenty-one days prior to a general
election. Such application or challenges, with the reasons
therefor, shall be filed on forms provided by the Board for
that purpose and shall be attested by the oath of such quali-
fied voter.
The two members of the Permanent Board of Registry, of
opposite political parties, shall sit for the purpose of hearing
applications for changes in such registries, or challenges of
the right to vote of persons on such registry, on the Tuesday-
two weeks before an election between the hours of 10. 00 A. M.
and 4. 00 P. M., and such other hours as the Board of Super-
visors of Elections of Montgomery County may designate for
the purpose. If all such applications or challenges be not de-
termined on that day, such members of the said Board shall sit
during the same hours on succeeding days until all cases are
heard and decided. If such members of said Board are
unable to hear all such cases within one week from the time
when such sessions shall commence, the Supervisors of Elec-
tions shall appoint one or more Boards of two members each
of opposite political parties to aid in hearing such applica-
tions or challenges, the said members to be appointed for each
Board shall be appointed, one by the supervisors representing
the majority party, and one by the supervisor representing the
