WHEREAS, an excise tax of one per cent, of its fair market
value is required to be paid into the "Aid to the Needy Fund"
upon the issuance of each original Maryland certificate of title
and which excise titling tax is expected to yield over a half
million dollars to such fund;

WHEREAS, the net income from a re-registration of motor
vehicle operators estimated to be another half million dollars
is required also to be paid into the "Aid to the Needy Fund".

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
81 of the Annotated Code of Maryland (1935 Supplement),
said section to be known as Section 214A and to follow imme-
diately Section 214 and to read as follows:

214A. No stamp or tax requirement as provided for in
Sections 213, 213A and 214 of Article 81 shall be required on
conditional sales contracts or other documents on or affecting
the sale or transfer of new or used motor vehicles when such
contracts or documents are recorded co-incident to the issuance
of a certificate of title.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.

CHAPTER 9.

AN ACT to repeal and re-enact, with amendments, Sections
29D and 29G of Article 33 of the Annotated Code of Mary-
land (1924 Edition), title "Elections", sub-title "Registra-
tion", as said sections were enacted by Chapter 154 of the
Acts of the Extraordinary Session of 1936, relating to per-
manent registration in Montgomery County; so as to pro-
vide for the appointment and compensation of substitutes
for members of the Permanent Board of Registry for Mont-
gomery County, tinder certain circumstances; and providing
for applications to be filed by registered voters for the cor-
rection of the entries on the register of voters, and for appli-
cations to have reinstated any name erroneously dropped
or omitted from such registers, and providing the time with-
in which such applications must be filed; providing for the
method of notifying persons whose right to register, or to
remain on the register of voters, has been challenged, to
