926 JOURNAL OF PROCEEDINGS [Apl. 3,
made the publication of the book entries of the Company at
this time injudicious.
The non-production of the said hooks was not, however im-
portant in the opinion of your Committee, because the State,
as a stockholder in said Company, has power by proper pro-
ceedings to compel a disclosure of the expenditures of such
money, and of all other matter material to the interest of the
State as such stockholders; and such inquiries are best made
under the order of the Court having jurisdiction of the cause,
and competent to afford remedy.
Your Committee in submitting the results reached by its
entire investigation, have deemed it proper to recommend to
the General Assembly to require the Attorney General to
institute such legal proceedings as may be necessary to secure
the proper application of the money subscribed to the stock of
said Company, and the interest of the State in said Company.
Respectfully submitted,
A. P. GORMAN,
JOHN A. COOPER,
On the part of the Senate.
