Mr. Lawrence submitted the following message :
BY THE SENATE,
February 2d, 1876.
Gentlemen of the House of Delegates:
It has become our melancholy duty to announce that, since
the last Session of our General Assembly, the Hon. Chapman
Billingsley, late a Representative from St. Mary's county, in
our Body, has been called by a Divine Providence from our
midst.
Fully appreciating his great worth, and loss to our State,
but bowing in humble submission to the Divine Will, it
only remains for us to express our devotion to his memory,
and we propose to your Honorable Body, as a testimonial of
respect, and as an earnest of our sorrow at his demise, that
the business of the two Houses of the General Assembly
be suspended, that his friends and associates may pay a fit-
ting tribute to his memory; and as a further mark of respect,
that upon the conclusion of such eulogies as may be offered,
the two Houses of the General Assembly, immediately ad-
journ, and that the members of both Houses wear the usual
badge of mourning for the usual time.

WHEREAS, The Senate has received with profound sorrow
the announcement of the death ef the Hon. Chapman Billings-
ley, law Senator from St. Mary's county; 'therefore—
Be it Resolved by the Senate of Maryland, That in his
death this Body, and the State have lost one of their noblest
men, one of their best and most able members.
And further, That his long and active public service, his
