The Senate bill entitled an Act to repeal Section 81, of
Article 14, of the Code of Public Local Laws,; title "Kent
County," sub-title "County Commissioners," and to amend
and re-enact the same with amendments, and to add a sub-
title thereto, and to provide for the appointment of two Coun-
ty Commissioners by the Governor, to serve until the next
general election,
