Speaker of the House of Delegates, of a Joint Committee, con-
sisting of seven members upon the part of the Senate, and
seven upon the part of the House of Delegates, to be consti-
tuted a Committee on the " Centennial,' to whom shall be
referred for consideration all matters appertaining to the par-
ticipation by the State in the celebration of the One Hundreth
Anniversary of American Independence, which Committee
shall have leave to report by bill or otherwise.
The President kas appointed on the part of the Senate,
Messrs. Stevens, Dennis, Walsh, Cooper, Ford, Suit and
Steiner.

Which was read.
Hon. Richard C. Hollyday, Secretary of State, appeared
and delivered the following message from his Excellency,
John Lee Carroll, the Governor:
January 18th, 1876.
Gentlemen of the House of Delegates of Maryland :
I herewith transmit to you the report of the State Board of
Education.
JOHN LEE CARROLL,
Governor.
Together with accompanying Report.

Which were severally read and referred to the Committee
on Education.
Mr. Rusk submitted the following
JOINT RESOLUTIONS.
WHEREAS, There has existed for the past seven years a suc-
cessful armed resistance against Spanish Authority- in the
Island of Cuba.
And whereas. This resistance is maintained by a people
who have organized and established a Constitutional Gov-
ernment, Republican in form, guaranteeing freedom to all in
person, in religion, in the acquisition and enjoyment of prop-
erty, and the participation of government.
And whereas, The Republic of Cuba is not only able
to maintain its position, but is continuously lessening the
area of Spanish rule, and at this time exercises authority
over more than two-thirds of the territory of the Island,
