The Senate bill entitled an Act to appropriate a sum of
money to pay the claims of divers editors of newspapers in
the State of Maryland, for publishing the Act entitled an
Act to amend Section 8 of Article 4, of the Constitution of
the State of Maryland, passed at January Session, 1874, au-
thorized and directed by the Governor, under the provisions
of Section 1, Article 14, of the Constitution, and proclama-
tion of the Governor, announcing the adoption of the Amend-
ment by the people,
