456 JOURNAL OF PROCEEDINGS [Feb. 23,
The Speaker laid before the House the following report of
Comptroller of the Treasury, in response to an order of the
House.
COMPTROLLER'S OFFICE,
Annapolis, 23d Feb., 1876.
Hon. Lewis C. Smith,
Speaker of Home of Delegates:
Dear Sir:—In obedience to an order of the House of Dele-
gates, passed January 24th. 1876, I have the honor to trans-
mit herewith, to your Honorable Body, "a detailed state-
ment of the amounts of money at different times loaned,
paid or made over by the State, to or for the benefit of the
Baltimore and Ohio Rilroad Company, since the passage of
the Act of 1826, chapter 123 in the ioim of stock subscrip-
tions or otherwise, and also upon what account." stating
the interest at six per cent, per annum, for the time each
several amounts was "loaned, paid or made over" to the
first day of January 1876.
I have the honor also to transmit in obedience to said or-
der, a "like statement with regard to the Washington
Branch of the Baltimore and Ohio Railroad Company, dat-
ing iiorn the passage of the Act of 1830, chapter 158,"
together with the amount paid by the said Railroad Com-
pany to the State, on account of the Main Stem, and Wash-
ington Branch, and the dates of said payments.
I respectfully call the attention of the House of Delegates
to the fact, that the dividend on the stock of the Washington
Branch Road, which has heretofore been made in October,
has not yet been made, and that no receipts from this source
have accrued to the Treasury since the close of the fiscal
year.
The failure to make this dividend having occurred since
the close of the fast fiscal year, was not mentioned in my
annual report to the Legislature.
Respectfully submitted,
LEVIN WOOLFORD,
Comptroller.
Which was read, and
On motion of Mr. Donaldson, ordered to be printed.
[See Document L.]
Also,
The following from Hon. Barnes Compton, Treasurer of
the State.
Together with accompanying opinion of the Attorney
General.
