In reply, I submit the following brief statement:
There are two Gas 'Companies engaged in extended opera-
tions in the City of Baltimore. One is the Gas Light Com-
pany, of Baltimore, incorporated by the Act of 1816, chap-
ter 251. The other is the People's Gas Company, incorpor-
ated by the Act of 1860, chapter 291.
Under the Ordinance of the Mayor and City Council, of
Baltimore, approved, June 17th, 1816, and engrafted in ex-
press terms upon the Act of 1816, chapter 251, incorporating
the Gas Light Company of Baltimore, and under the Act of
1868, chapter 417, authorizing the Mayor and City Council
of Baltimore, to establish and enforce an inspection and
measurement of Gas and Gas Meters in that City, and under
the Ordinances already passed, or which may be passed under
the authority of the Act last referred to, it would seem that
the Mayor and City Council of Baltimore has already full
authority to provide for the measurement and inspection of
the Gas supplied to the customers of the Gas Light Company
of Baltimore.
The Act of 1858, chapter 417, and the Ordinances passed
in pursuance of the authority granted by that Act apply to
the People's Gas Company, and the charter of that Company,
granted since 1850, is moreover subject to amendment by the
General Assembly of Maryland.
