Sec. 7, line 4, after the word "holder" insert "member."

Mr. Hodges submitted the following amendment:
AMENDMENT PROPOSED.
Sec. 8, line 1, insert the words "violating or," between
the word "to" and the words "or failing."

Mr. Vandiver submitted the following amendment:
AMENDMENT PROPOSED.
"And be it enacted, That the provisions of this Act shall
not apply to Harford and Prince George's counties."
Which was rejected.
Mr. Hart submitted the following amendment :
AMENDMENT PROPOSED.
Strike out, "That this Act shall take effect from the date
of its passage."
Which was adopted.
The bill as amended, was then read a second time and
ordered to be engrossed for a third reading.
Mr. Donaldson, (by unanimous consent,) submitted the
