So two-thirds of all the members elected not having voted
in the affirmative, the motion submitted by Mr. Gill was not
sustained.
The bill entitled an Act to repeal Article 78, of the Mary-
land Code of Public General Laws, entitled "Refuge, House
of," and to re-enact the same with amendments,
Being upon a second reading,
Mr. Chaisty submitted the following amendment:
AMENDMENT PROPOSED.
Section 10, line 6, add after the word "duties," "Pro-
Tided that the Board of Managers shall make no rule which
shall be so construed or applied as to exclude any minister of
any denomination at any time from visiting said institution,
and ministering to the spiritual wants of any of the inmates,
thereof, who may desire such service."
Which was unanimously adopted.
The bill as amended, was then read a second time and
ordered to be engrossed for a third reading.
The bill entitled an Act to declare the Monday immedi-
ately preceeding the fourth day, of July, 1876, a legal
holliday,
Was read a third time and passed by yeas and nays as fol-
