Mr. Hoblitzell submitted the following amendment:
AMENDMENT PROPOSED.
Strike out "Section 18," and insert the following : «Sec-
iion 18. The Directors shall not enter into any contract for
the employment of the convicts in the Penitentiary, at any
rate of wages less than the current rate of wages paid to
mechanics or employees of the same vocation outside of the
Penitentiary, in the State of Maryland, and the said Direc-
tors shall not enter into any contract for the making or man-
ufacturing of the articles known as tiu cans, used for oysters
and fruit packing purposes, nor employ any convicts in the
making thereof. The Directors may, however, employ an
agent or agents for the purchase of articles or goods wanted
by the institution, and allow the agents, so employed, such
compensation as the Directors may deem right and proper."

The question recurring upon the adoption of the amend-
ment,
Mr. Hoblitzell having the floor, asked permission to extend
the time for making his remarks for half an hour.
Mr. Waters, of Carroll, moved a suspension of the rules
for that purpose.
