So the report was adopted.
Pending the call of the roll,
Mr. Baldwin submitted the following reasons for not vot-
ing.
In so far as relates to Edward J. Chaisty, who was the
nominee, not only of the Democratic party, but also of Re-
form organization, I desire to have it recorded upon the jour-
nal, that I consider him entitled to his seat in this body; but
in regard to the other five gentlemen from the Third Legis-
lative District of Baltimore city, I desire it to be entered up-
on the journal that had it been possible te have divided nay
rote on the report in regard to said Third Legislative Dis-
trict, I should have voted against the said report as far as it
relates to the five gentlemen aforesaid.
Mr. Whitelock declined to vote for the reasons heretofore
given.
Mr. Given declined to vote for reasons as heretofore
given.
Mr. Dodson declined to vote for reasons heretofore given.
Mr. Rutledge declined to vote for same reasons as before.
Mr. Donaldson declined to vote for reasons as before give.
