Pending the call of the roll,
Mr. Baldwin submitted the following reasons for not vot-
ing.
In so far as relates to Edward J. Chaisty, who was the
nominee, not only of the Democratic party, but also of Re-
form organization, I desire to have it recorded upon the jour-
nal, that I consider him entitled to his seat in this body; but
in regard to the other five gentlemen from the Third Legis-
lative District of Baltimore city, I desire it to be entered up-
on the journal that had it been possible te have divided nay
rote on the report in regard to said Third Legislative Dis-
trict, I should have voted against the said report as far as it
relates to the five gentlemen aforesaid.
Mr. Whitelock declined to vote for the reasons heretofore
given.
