Returned the bill entitled an Act to authorize and empower
the County Commissioners of Frederick county to fund cer-
tain indebtedness of the Board of County School Commis-
sioners of Frederick county by issuing bonds therefor, and to
levy a tax for the payment of the same.
Endorsed: "Passed by yeas and nays with proposed amend-
ment."
AMENDMENT PROPOSED.
Amend Sec. 1, line 2, insert "in their discretion" after
the word "empowered."
On motion of Mr. Rusk,
The amendment was non-concurred in.
Mr. Rusk then submitted the following message :

Gentlemen of the Senate:
We respectfully inform you that we have non-concurred ia
the amendment to House bill No. 302, entitled an Act to
fund certain indebtedness of the County School Board, and re-
spectfully request that you will recede therefrom.

Which was read, assented to and sent to the Senate witk
the bill.
The bill entitled an Act to pay David R. Brown, a citizen
of Baltimore, a sum of money due him,
Was read a second time and ordered to be engrossed for a
third reading.
The bill entitled an Act to authorize the Comptroller to
pay Nicholas Beard, of Washington county, the sum of fifteen
dollars and sixteen cents, for money erroneously paid for
taxes into the State Treasury, and to authorize the Comity
Commissioners of said county, to refund to him money im-
properly paid as county taxes,
Was read a second time and ordered to be engrossed for a
third reading.
The bill entitled an Act to repeal the Act passed 1874,
chapter 276, relating to Kent Narrows, and all preceding
Acts relating thereto, and to re-enact as follows,
Being upon a third reading,
Mr. Dodson (by unanimous consent) submitted the follow-
ing amendment:
