sert the following; "Sec. 2. Be it enacted, That on the first
Saturday in June next succeeding the passage of this Act,
the legal voters of the School Districts of the various coun-
ties in the State, shall meet at the school houses of their re-
-spective school districts, between the hours of two and eight
P. M., and by ballot elect three trustees, residents of said
school district, who shall meet on the second Saturday after
their election, at such place iti their respective election dis-
tricts as may be designated by the County Commissioners of
their respective counties, am! then and there elect one of their
number to attend a County Convention, to be held on the 3d
Tuesday of July, in their county town; which Convention
shall, by ballot, elect five pendens, residents of said county,
who shall constitute the Board of County School Commission-
ers; said Board to serve for two years from the date of their
election, and until their successors shall qualify."

The question recurring upon the adoption of the amend-
ment,
Mr. Robinson submitted the following amendments as a
substitute:
AMENDMENTS PROPOSED.
DISTRICT TRUSTEES.
The colored schools of this Stale shall continue to be undet
the care of special district trustees to be appointed by the
School Commissioners of the several counties of this State,
-in the same manner as they are now appointed, the white
residents of the various school districts of the several coun-
ties of this State, and otherwise entitled to vote tor members
of the General Assembly, shall meet in the school houses of
their respective school district on the first Saturday of May
of each and every year, at 3 o'clock afternoon, and by a
Tote of a majority of those present, select three persons to
serve as district school trustees for one year, and until their
successors are chosen. If a vacancy should occur by failure
to select, or refunal to serve, then the County School Com-
missioners shall fill such vacancy by appointment until the
time of the annual selection heretofore provided. It shall be
the duty of the district school trustees, to meet at the usual
place of holding the polls in the various election districts of
the several counties of this State, on the second Saturday of
May, of this year, at 3 o'clock afternoon, and under the
saaae circumstances every two years hereafter, and select by
a vote of a majority of those present, the name of two per-
sons from their respective election districts, and transmit
them to the State Board of Education, and out of the names
thus selected and transmitted, the State Board of Educa-
