as a place of reform and not of punishment, may order said
minor so convicted to be removed to and confined in the said
Cheltenham School for Boys.

611-H. The Board of Managers of the Cheltenham School
for Boys shall have power in their discretion to place the boys
committed to their care during the minority of such boys at
such employment and cause them to be instructed in such
branches of useful knowledge as may be suited to their years
and capacity, and said Board of Managers shall have power in
their discretion to bind out the boys committed to their care
with the consent of such boy, as apprentices during their minor-
ity to such person or persons whether in or out of this State,
and to learn such proper trades or employment as in the judg-
ment of said Board of Managers will be most conducive to the
reformation and future benefit and advantage of such boys.

611-1. Every person who shall wilfully aid or abet any
minor in escaping from the Cheltenham School for Boys, or
from any person or persons to whose care and custody any
minors may have been lawfully bound by said Cheltenham
School for Boys, shall on conviction be sentenced to pay a fine
of not more than one hundred dollars, or be imprisoned for
not more than sixty days.

611-J. For each colored male minor committed to the care
and training of the Cheltenham School for Boys from the City
of Baltimore or any one of the counties in the State, the said
City or County, as the case may be, shall, as herein specified,
pay into the State Treasury, the sum of two hundred dollars
($200. 00), per annum, for the care and training of such colored
male minors and the remaining amount required for the care
and training of such colored male minor shall be paid from
the Treasury of the State, and the said city or county, as the
case may be, shall, as herein specified, pay into the State Treas-
ury the sum of twenty-five ($25. 00) dollars, per annum, for
each colored male minor, paroled and under the control of the
Cheltenham School for Boys supervising said colored male
minors. The expense for care, training and supervision of all
male minors in the Cheltenham School for Boys and on parole
and under its control shall be a charge upon each county and
City of Baltimore, committing such colored male minor or
minors to the Cheltenham School for Boys, as hereinafter
specified. It shall be the duty of the Board of Managers of the
Cheltenham School for Boys to furnish to the County Treas-
urer and to the Comptroller of the City of Baltimore having
colored male minors committed to the Cheltenham School for
Boys a quarterly statement giving the number of colored male
minors and the name of each colored male minor from and
