Department of Welfare of Baltimore City, as the case may be,
shall be entitled to make claim against the estate of any such
person for his or her maintenance and support while in such
institution, or for the balance due therefor if part has been
paid. Such claim shall constitute a preferred claim against
the estate of any such person, and all claims arising here-
under against the relatives and other persons legally charge-
able with the maintenance and support of such inmates, shall
constitute preferred claims. All such claims may be waived
by the County Commissioners or Department of Welfare of
Baltimore City, as the case may be, in their discretion, if in
their judgment the enforcement of the same will result in hard-
ship to others, dependent upon those against whom such claims
exist. All payments received as a result of the enforcement
of such claims shall be accounted for and paid as hereinbefore
provided.

47. For each patient in any State hospital for the insane,
and in Rosewood State Training School from Baltimore City
or from any one of the counties of the State the said city
or county, as the case may be, shall as herein specified pay
into the State Treasury the sum of one hundred and twenty-
five dollars ($125. 00) for the board, care and treatment of such
patient, and the remaining amount required for the board,
care and treatment of such insane shall be paid from the
Treasury of the State. The expense for the care, board and
treatment of all patients in the State hospitals for the insane
and in Rosewood State Training School shall be a charge upon
each county sending such patient or patients to the State
hospitals for the insane and in Rosewood State Training
School as hereinafter provided. It shall be the duty of the
superintendent to furnish to the county treasurer of each
county having patients in the State hospitals for the insane
and in Rosewood State Training School a quarterly statement
giving the number of patients and the name of each patient
coming from and charged to such county, and the cost of
maintenance due from each county for such patient or
patients. The superintendent of each State hospital for the
insane and Rosewood State Training School shall certify to
the State Comptroller on the first day of January, April, July
and October of each year the amount not previously certified
to by him that is due the said hospitals for the insane and
Rosewood State Training School from the several counties
having patients chargeable thereto. The State Comptroller
shall thereupon notify the County Treasurer of each county so
owing of the amount thereof and charge the same to the said
county, and the Board of County Commissioners of said county
shall levy a tax in said county for said amount and pay the
