SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in addition to the powers heretofore granted to the
Mayor and City Council of Cumberland as set out in Chapter
131 of the Acts of the General Assembly, passed in extra-
ordinary session in 1936, the Mayor and City Council of Cum-
berland shall be and is hereby authorized to expend the pro-
ceeds of the bonds authorized to be issued by said Act, both
within and without the corporate limits of the City of Cum-
berland; to purchase and otherwise acquire land or easements
in land, for the purpose of carrying out any plan or plans
which it may deem advisable for the protection of the City of
Cumberland against future floods, and to do any and all work
which may in its judgment be required in putting into effect
any plan to protect said city from any floods from any stream,
and to use the proceeds of said bond issue for any or all said
purposes.

SEC. 2. And be it further enacted, That nothing in this Act
shall in any way affect the validity of the bonds authorized
by Chapter 131 of the Acts of 1936, passed in extraordinary
session, nor shall anything herein contained be deemed to
affect the security of the same.

SEC. 3. And Tie it further enacted. That this Act is declared
to be an emergency law, necessary for the immediate preserva-
tion of the public health and safety, and being passed upon a
yea and nay vote, supported by three-fifths of the members
elected to each of the two houses of the General Assembly of
Maryland, the same shall take effect from the date of its
passage.

CHAPTER 385.

AX ACT to repeal and re-enact with amendments Sections 89
to 105, both inclusive, of Article 17 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Prince
George's County", sub-title "Bowie", said amendments be-
ing a general revision of the Charter for the Town of Bowie,
and granting additional powers; and to repeal Section 106
of said Article.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sections 89 to 105, both inclusive, of Article 17 of
the Code of Public Local Laws of Maryland (1930 Edition),
