be a misdemeanor punishable under Section 1051 of this sub-
title. Either side may have a right of appeal to the Circuit
Court as appeals are now allowed by law from Justices of the
Peace, where the prosecution is before a Justice of the Peace.

1063. The Council shall have the same powers as the State
Board of Health of this State, restricted, however, to the
limits of the town.

1064. The fiscal year shall begin on the first day of July
of each year, and shall be known by the name of the calendar
year in which it begins.

SEC. 3. And be it further enacted, That this Act shall take
effect May 30, 1937.

CHAPTER 373.

AN ACT to authorize and empower The Commissioners of St.
Michaels to issue certain notes, bonds, or other certificates of
indebtedness not exceeding Seven Thousand Five Hundred
Dollars ($7, 500. 00), to purchase a site for, and to construct
and equip a Municipal Fir. e House and providing the terms
and conditions of such notes, bonds or other certificates of
indebtedness and providing for a referendum thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Commissioners of St. Michaels, a municipal
corporation, be and it is hereby authorized and empowered to
borrow upon the faith and credit of said The Commissioners
of St. Michaels, a municipal corporation, in an amount not to
exceed Seven Thousand Five Hundred ($7, 500. 00) Dollars,
and to issue therefor negotiable promissory notes, bonds or
other certificates of indebtedness for the purposes and under
the conditions provided in this Act.

SEC. 2. And be it further enacted, That said notes, bonds
or certificates shall be in the denomination of Five Hundred
Dollars ($500. 00) each; shall be numbered consecutively from
One (1) to Fifteen (15); shall be signed and executed by The
Commissioners of St. Michaels; shall bear interest payable
semi-annually on July 1st and January 1st of each year, at a
rate not to exceed four per centum (4%) per annum to be
fixed by The Commissioners of St. Michaels; shall mature, on
a day and month to be named therein to be fixed by The Com-
