1053. Whenever it shall become necessary for any purpose
under this Act to serve a notice of process of any kind what-
soever, upon any person or persons owning property within
the limits of said town, who may be absent therefrom or a
non-resident thereof, or upon whom for any other reason
personal service cannot be had, and the Bailiff shall make
return to that effect, service of said notice or process may be
made by publication of said notice or process once a week
for three consecutive weeks in some newspaper published in
Montgomery County, Maryland, which said notice by pub-
lication shall be as good and effectual as personal service.
The affidavit of the publisher or proprietor of said newspaper
as to such publication shall be evidence of the fact thereof.

1054. The Commissioners of Montgomery County, Justices
of the Peace, Sheriffs, Constables and all other county and
State officers shall have, hold and exercise their offices and
jurisdiction in said town.

1055. The said Mayor and Town Council shall, at least
once a year, publish in some newspaper published in Mont-
gomery County, or post in at least two public places in
said town, a full account of moneys received by them for the
year preceding the date of such account and an itemized
statement of all disbursements made by them during the
same time; the said account and statement of receipts and
disbursements shall be sworn to by the Treasurer or at least
one member of the Town Council.

1056. It shall be the duty of the Mayor and Town Coun-
cil to encourage and promote religious and other meetings
for moral and benevolent purposes and to encourage and
promote social, musical, and athletic activities for the bene-
fit of the residents of the Town of Washington Grove, and
the adjoining country; the Mayor and Town Council shall
have authority to appoint such committees as in their judg-
ment may be necessary to carry out the above objects.

1057. The County Commissioners of Montgomery County
shall annually pay the Town of Washington Grove the total
amount of road tax collected by said County within the Town
of Washington Grove according to the tax books of said
county.

1058. At the direction of the Mayor and with ten days'
notice or upon the petition duly signed by twenty qualified
voters with ten days' notice, a public hearing shall be held by
the Mayor and Town Council upon any by-law or ordinance, or
