two-thirds vote of the qualified voters as of record authorizing
such permission shall be obtained at a special town meeting
called for that purpose. Nothing in this Act shall be construed
to prohibit the use of the public buildings and grounds for
religious, moral, educational, social, benevolent, and recrea-
tional purposes as may in the best judgment of the Mayor and
Town Council seem proper.
1048. The said Mayor and Town Council may pass such
by-laws and ordinances as they shall deem necessary for the
good government of said town and the inhabitants thereof, and
also such laws and ordinances found necessary and advisable
to designate which streets or avenues are to be set aside for
pedestrians only, except in cases of emergency, and which
streets or roads are to be used for vehicles, and to regulate the
parking of vehicles, automobiles and the like, as well as to
designate a speed limit for vehicles in the Town of Washington
Grove; and also for the prevention, removal or abatement of
nuisances; and to prevent the running at large of cross and
vicious dogs, fowls and animals or stock; and to prohibit the
keeping of animals, fowls or stock which may interfere with
the comfort or prove an annoyance to the inhabitants of said
town; and dogs and other animals or poultry which may be
adjudged to be a source of annoyance to any occupant or
inhabitant shall not be kept within the town, and upon the
neglect or refusal of the owners of said animals or poultry,
after due notice, to remove such animals or poultry, the same
shall be removed from and kept out of the town by those
charged with the enforcement of the ordinances of said town,
and that the said animals or poultry so removed shall be sold
and the return therefrom shall be paid to the Treasurer for the
benefit of said town; apprehend and fine all tramps and vaga-
bonds; for controlling the erection and location of buildings,
fences, stock enclosures; and for prohibiting and controlling
the use of firearms, fire crackers and other explosives; for the
protection of public property, sidewalks, shade or ornamental
trees from injury or obstructions; for the license or tax on
public exhibition or amusements of all kinds, and for the col-
lection of the same; for a tax on persons for each dog kept by
them; for the promotion of morality, health, convenience and
safety of the inhabitants of said town.
1049. The tenant for more than five years, for life, a mort-
gagee in possession as well as the holder in fee, their execu-
tors and administrators, shall be deemed and taken as an
owner for the purposes under this Act.
1050. All taxes, and assessments, whether general or spe-
cial, levied by said Town Council upon any house or parcel
