The Commissioner of Loans shall have the power to employ
such officers, clerks, stenographers, typists, and other em-
ployees as he may deem necessary to perform the duties and
exercise the powers conferred by law upon the Commissioner
of Loans, the salaries of such officers, clerks, stenographers,
typists and other employees to be payable out of the receipts
of the office of the Commissioner of Loans; provided, that the
aggregate amount of the salaries of such officers, clerks,
stenographers, typists and other employees so employed
for any year shall not be in excess of thirty per centum (30%)
of the receipts with respect to said year of the office of the
Commissioner of Loans; and provided further, that one in-
dividual so employed but no more may be paid a salary not
in excess of Twenty-four hundred dollars ($2, 400. 00) per year,
that no other individual may be employed at a salary in excess
of Eighteen hundred dollars ($1, 800. 00) per year, that no
stenographer or typist may be employed at a salary in excess
of Twelve hundred dollars ($1, 200. 00) per year, that no person
so employed shall engage in any other business, and that all
salaries so paid shall be payable in semi-monthly installments.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of public safety, and, being passed upon a
yea and nay vote supported by three-fifths of all members
elected to each of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 361.

ACT to add a new section to Article 10 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Dor-
chester County", sub-title "Circuit Court", said new section
to be known as Section 134A, and to follow immediately
after Section 134 of said Article, providing for the closing
of the offices of the Clerk of the Circuit Court, Register of
Wills, County Treasurer and County Commissioners of Dor-
chester County at twelve noon on Saturday.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
10 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Dorchester County", sub-title "Circuit Court",
said new section to be known as Section 134A, to follow im-
