shall be opened by him in the presence of the Mayor and City
Council, and if said bids be satisfactory to the Mayor and City
Council, it shall sell said bonds, or any part thereof, to the
highest bidder or bidders therefor, of whose ability to comply
with the terms of sale the said Mayor and City Council, in its
discretion, is satisfied. In the event the bonds be sold, the
proceeds thereof shall be placed in a separate fund and shall
be used for the sole purpose of constructing additions and
alterations to The Memorial Hospital, Cumberland, Maryland.
SEC. 4. And be it further enacted, That any and all Acts or
parts of Acts or any part or parts of the Charter of the City
of Cumberland, Maryland, conflicting in any way herewith
is or are repealed in so far and to the extent that the same
shall so conflict.
SEC. 5. And be it further enacted, That this is an emergency
law, necessary for the health, safety and best interests of the
citizens of Cumberland, and three-fifths of the members of the
General Assembly of Maryland concurring therein, shall take
effect from the date of its passage.

CHAPTER 56.
AN ACT to repeal and re-enact with amendments Section 136
of Article 11 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Frederick County", sub-title "County
Commissioners", as amended by Chapter 125 of the Acts of
the General Assembly of Maryland of 1935, authorizing the
County Commissioners of Frederick County to borrow on
the credit of said County such sums of money, not to exceed
the sum of fifty thousand dollars ($50, 000. 00) in any one
year, for the purpose of paying any expenses or obligations
of said County.
SECTION 1. Be it enacted ly the General Assembly of Mary-
land, That Section 136 of Article 11 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Frederick County",
sub-title "County Commissioners", as amended by Chapter 125
of the Acts of the General Assembly of Maryland of 1935, be
and the same is hereby repealed and re-enacted with amend-
ments, so as to read as follows:
136. The Board of County Commissioners of Frederick
County shall not after the 1st day of July, 1920, create any
