SECTION 1. Be it enacted by the General Assembly of Mary-
land, That six new sections be and they are hereby added to
Article 48 of the Annotated Code of Maryland (1935 Supple-
plement), title "Inspections", to be under sub-title "Poultry",
said new sections to be known as Sections 147 to 152, inclusive,
to follow immediately after Section 146 of said Article, and to
read as follows:

147. The Maryland State Board of Agriculture shall have
the power to supervise the sale and transportation of poul-
try, as hereinafter provided. No person, other than a pro-
ducer or a retailer of dressed poultry, shall engage in the
business of buying or selling poultry or deal in poultry on a
commission basis or as a broker or in any other manner, un-
less he has a license therefor from the State Board of Agri-
culture. Each vehicle, except railroads and express cars, used
by a licensee in transporting poultry shall bear two metal
plates suitably displayed, said plates to show owner's license
number and the licensee shall also affix or cause to be affixed
to each vehicle used in the business of transporting poultry
as aforesaid, a certified copy of such license in which such
vehicle shall be particularly described.

148. No person other than a producer shall transport
poultry from place to place, unless he has in his possession
a memorandum signed by the vendor and containing the ven-
dor's address, the date of sale, breed (in the case of live poul-
try), weight and number of poultry purchased or has such
other information as will establish the ownership of same.

149. The application for license and license plates under
Section 147 shall be made upon forms supplied by the State
Board of Agriculture. The license shall be issued only to ap-
plicants who are believed to be financially responsible. The
fee for the license shall be two dollars ($2. 00) and the fee for
the license plates shall be fifty cents ($. 50) for each vehicle,
said licenses and license plates to be issued annually and to
expire on March 31st of the year or part thereof for which
issued. The State Board of Agriculture shall have the power
to make necessary rules and regulations for administering this
sub-title and to prescribe and to require such records and re-
ports as may be deemed necessary therefor. The State Board of
Agriculture, after due hearing, shall have the power to sus-
pend or revoke any license for violation of any provision of
this sub-title or any rule or regulation made thereunder and
shall have the power to refuse to issue a license upon evidence
that the applicant is or has ben defrauding by shortweigh-
ing, paying by worthless checks or misrepresenting in deal-
ings with producers, applicant or other licensees or for re-
