number on the seal with which the machine has been sealed;
(5) that the keys for each machine have been sealed in
separate envelopes identified by the serial number of the
voting machine; (6) the date and place of the inspection and
preparation of such machine and that the proper ballot labels
have been installed thereon. Each machine thus sealed, shall
remain locked and sealed until the time of examination thereof
immediately preceding the opening of the polls, as herein-
after provided.

224F. DUTIES OF ELECTION OFFICIALS. The Judges and
Clerks of Election appointed for polling places in Montgomery
County wherein voting machines may be installed shall meet
at their respective polls on Election Day at least one-half hour
before the opening of the polls, and shall then inspect the
equipment furnished, and if at least two Judges of Election of
opposite party affiliation are present, they shall open the
envelope containing the keys to each voting machine and shall
unlock the counter compartment and ascertain whether the
tabulating devices are all set at zero (000), and whether the
numbered seal on the operating lever is unbroken, and that
the number thereon is identical with the number certified on
the envelope containing the said keys. They shall also com-
pare the number appearing on the dials of the exposed coun-
ter designed to register every consecutive operation of the
machine, with the reading thereof noted on the said envelope
containing said keys. They shall inspect the face of the
machine to make sure that the proper ballot labels are in the
proper places, and that the machine is otherwise ready for use.
If after such inspection the said Judges shall find the machine
to be in proper order, they shall sign a certificate to that effect,
which shall be returned to the Supervisors of Election with
other equipment; and after signing such certificate they shall
remove the metal seal on the operating lever at the time set
for the opening of the polls, and said lever shall then be
operated only by duly qualified voters for the purpose of reg-
istering their respective votes. One of the Clerks of Election
shall issue to each voter found upon the registers to be quali-
fied, an official voter's certificate on a form provided by the
Board of Supervisors of Election, whereon said Clerk shall
enter a number corresponding with said voter's number on the
poll book, the name of the voter, and the original signature or
initials of said Clerk, written in ink. At the same time the
other Clerk of Election shall enter on the poll book the number
and name of the voter to whom such voter's certificate was
issued. The two Judges of Election not in charge of the reg-
isters shall be in charge of the operation of the voting ma-
chines, and they shall permit no one to register a vote neon
