dens of the County to prosecute all persons found violating
the law by failing or refusing to comply with its provisions.
Payment of the license tax subsequent to the issuance of a
summons or warrant by a magistrate or other court for fail-
ure to do so within the time required shall not operate to
relieve said owner from the penalties provided. Any dog not
wearing a license tag of the proper calendar year shall prima
facie be deemed to be unlicensed and in any proceedings under
this Act the burden of proof of the fact that such dog has
been licensed, or is otherwise not required to bear a tag at the
time, shall be on the owner of said dog.
256D. DISPOSITION OF LICENSE FEES, PENALTIES AND FINES.
The County Treasurer shall keep receipts of dog license fees,
penalties, and fines, and expenditures incident to operation and
enforcement of this Act in separate accounts for each election
district and monthly receipts in each district shall be appor-
tioned as follows:
5% to Expense Fund: For purchase of license certificates,
tags, and the extra expense of their issuance, the printing of
this Act in pamphlet form and the purchase of census books
and other printed matter connected with this Act.
25% to Commission Fund: For payments of commissions
to Wardens on licenses issued as herein provided.
25% to Bounty Fund: For payment to Wardens on wild
and dead dog account as herein provided.
20% to Pound Fund: For payment of rent or services at
some established shelter within the County or shall be allowed
to accumulate and be used for the establishment and main-
tenance of one or more pounds throughout the County.
25% to Claims Fund: For payment of awards for destruc-
tion of domestic animals in order of date and time of filing as
herein provided.
At the end of the calendar year after payment of. all charges
against each account, any balance remaining in the Expense
and Bounty Funds shall be passed to the Claims Fund for
payment of any unsettled claims filed and awarded and unpaid
at the end of the year. Any balance remaining in the Claims
Fund after payment of all such claims, shall then be passed
to the Pound Fund for use in connection with its purposes.
All receipts from fines, imposed incident to this Act, shall
be credited to a Fines Fund and after payment of the com-
pensation due to the Warden for each fine adjudged in cases
reported by him, the balance of the fund at the end of the
year shall be credited to the Pound Fund.
256E. LICENSE CERTIFICATE. The County Commissioners,
not later than November 1st each year, shall furnish the Coun-
ty Treasurer with a supply of license certificates together with
