sold, the using authorities shall transmit to the Bureau the
original invoices applying to purchases made by the Bureau
with certificates of approval thereon. On emergency purchases
original invoices for materials purchased direct by the using
authorities, together with a copy of same and also certificates
of their approval, shall be sent to the Bureau accompanied by
actual emergency reports on which must be given the reasons
for the necessity of the direct purchases by the using author-
ities. The original of each invoice covering articles which
are exempted by the bureau and the original invoices covering
services shall be, with the proper certification thereon, for-
warded to the Bureau for review only. After the invoices have
been approved or reviewed as the case may be, by the Bureau,
such approval or review shall be authority for the Comptroller
to pay the amounts due on the invoices to the contractors or
sellers, to the using authorities for transmittal to the con-
tractors or sellers, or to the Bureau for the same purpose,
according to whatever plan may be devised by the Bureau and
the State officers, boards, departments, commissions and insti-
tutions for the payment of such claims out of the amounts ap-
propriated therefor by the General Assembly in the Budget
Bill.

It shall be unlawful for any using authority whose salaries
and expenses are paid from the fees of his" office to pay any
contractor or seller for articles of any kind, unless the invoice
approved by him is also approved by the Bureau. Any viola-
tion of this provision shall be cause for removal by the Gov-
ernor.

7. The Bureau shall prepare an annual report of its total
expenditures as well as the expenditures of the Using Author-
ities for emergency purchases before the first day of January,
during the previous fiscal year and shall cause a copy of the
report to be sent to the Governor and State Comptroller. Bach
Using Authority must be furnished with copies of awards for
materials, supplies, merchandise and articles of every descrip-
tion requisitioned by it.

SEC. 2. And be it further enacted, That this Act shall take
effect on June 1st, 1!)37.
