All provisions, rights and remedies now existing or which
may hereafter be provided under any General or Local Laws
with reference to the Collection of County Taxes for Cecil
County, are made available to the County Treasurer of Cecil
County for the purpose of collecting the taxes as herein pro-
vided.

The said County Treasurer for said Cecil County shall re-
ceive as compensation for the collection of taxes as provided
by this section, the sum of ten cents per motor vehicle for mak-
ing tax bills and taxing the amount thereof according to the
tax rate certified to him by The President and Commissioners
of the Town of Elkton, and in addition the sum of ten per cent
for the collection of said taxes, which said compensation The
President and Commissioners of the Town of Elkton is au-
thorized and directed to provide for and pay.

This section shall apply only to taxes becoming due and in
arrears under the levy of 1937 and thereafter; any and all
adjustments and releases with reference to said motor vehicles
and the taxes levied thereon to be made by The President and
Commissioners of the Town of Elkton.

All Acts, general, local and special, including the Charter
provisions of Elkton, insofar as the same are inconsistent with
the provisions hereof, are hereby repealed to the extent of such
inconsistency.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1937.

CHAPTER 163.

AN ACT to add four new sections to Article 13 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Har-
ford County", sub-title "County Commissioners", as the
same was amended by Chapter 509 of the Acts of the General
Assembly of Maryland, 1935, to follow Section 234D of said
Article, and to be known as Sections 234E to 234H inclusive,
authorizing and empowering the County Commissioners of
Harford County to borrow upon the faith and credit of
Harford County a sum of money not to exceed $100, 000. 00
at a rate of interest not to exceed three per cent, for the
purpose of building two new school houses in said County
in or near the villages of Darlington and Forest Hill, and
providing for the levying of taxes by said Commissioners to
repay the loan and interest thereon, and providing that said
loan and every part thereof and the interest payable
