560D. UNIFORMITY OF INTERPRETATION. This act shall be
so interpreted and construed as to effectuate its general pur-
pose to make uniform the law of the states which enact it.
560E. SHORT TITLE. This act may be cited as "Uniform
Act to Secure the Attendance of Witnesses from without a
State in Criminal Proceedings".
SECTION 2. And be it further enacted, That all acts or
parts of acts inconsistent with this act are hereby repealed.
SECTION 3. And be it further enacted, That if any pro-
vision of this act or the application thereof to any person
or circumstances is held invalid, such invalidity shall not
affect other provisions or applications of the act which can
be given effect without the invalid provision or application,
and to this end the provisions of this act are declared to be
severable.
SECTION 4. And be it further enacted. That this Act is
hereby declared to be an emergency law and necessary for the
immediate preservation of the public safety, and, being passed
upon a yea and nay vote, supported by three-fifths of all
members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 125.
AN ACT to add a new Section to Article 41 of the Annotated
Code of Maryland, (1935 Supplement) title "Governor—
Executive and Administrative Departments", sub-title "Pa-
role Commissioner", said new Section to be known as Section
56, and to follow immediately after Section 55 of said Arti-
cle, providing that the State of Maryland may enter into a
compact with any of the United States for mutual helpful-
ness in relation to persons convicted of crime or offenses who
may be on probation or parole.
