188 LAWS OF MARYLAND. [Cil. 95

other headed "Name of Voter. " All entries therein shall
be made in ink, and the number and name of each person
to whom a ballot is given shall be entered on each of the
poll-books by the clerk having charge thereof in regular suc-
cession under the proper heading, the number of such voter
being placed opposite his name in the column headed "Num-
ber, " but if the vote of any person whose name has thus
been entered on poll-books shall be afterwards rejected by
the judges, the clerks shall thereupon draw a line through
his name and number as hereinafter provided.

In Baltimore City, at the primary election of 1940 and all
subsequent elections, a registered voter offering to vote at
any election shall, before being given a ballot or being ad-
mitted to the voting machine, identify himself by signing
an application blank in the presence of the judges. The judge
in charge of the precinct registration flies shall compare the
signature upon such application with the signature upon the
registration card, and, if the same are not identical, the ap-
plicant shall not be permitted to vote unless the majority of
the judges arc of the opinion that he is the same person
whose name appears upon the registration card. If the entry
"Cannot Write" appears upon the registration card, then the
applicant, if a male, shall state his age, which shall be com-
pared with the age stated upon the registration card, or the
applicant shall identify himself or herself by such other means
as are referred to upon the registration card. If, upon com-
parison of the signature or other identification, it is found
that the applicant is entitled to vote, then the judge having
charge of the application lists shall approve the application
and write his initials thereon. The number of application
blanks furnished to the judges shall exceed by twenty-live per-
cent the number of registered voters in the precinct and each
application blank shall be numbered, and they shall be handed
to the applicants in numerical order, as such applicants shall
appear and offer to vote. After the closing of the polls the
applications shall be bound together in numerical order.
There shall be noted by one of the judges upon the precinct
registration card of each voter who shall vote at any election,
the date of such election.

The applications of all persons who shall not be permitted
to vote shall be separated from the applications of those who
shall be permitted to vote; and, for the purpose of the com
parison with the public counters of the voting machines re-
quired by Section 224-P of this Article, the number of such
rejected applications shall be deducted from the number of
applications made, as shown by the figures appearing upon
the face of the last application to be filed.
