be delivered to the Supervisors of Election of Baltimore City,
who shall have custody and control of the same for all the
uses and purposes of this Act. The form and arrangement of
ballot labels shall be in accordance with the provisions as to
ballots contained in Section 63 of Article 33 of Bagby's Anno-
tated Code, Edition of 1924, (or as may herein and hereafter be
prescribed by law), except that the titles of offices shall be ar-
ranged horizontally or vertically, and the names of the candi-
dates of each party or principle shall be arranged, under or
opposite the proper title, in a horizontal or vertical row or rows
for each party or principle; and except that said ballot labels
shall be printed in black ink on clear white material of such
size and arrangement as to suit the construction of the ma-
chine and further that the designation of the party or principle
which each candidate represents shall appear just above the
name of each such candidate and provided further that the
ballot labels shall be so arranged that exact uniformity (so
far as practicable) will prevail as to size and face of printing
of all candidates' names and party designations. The ballot
labels for questions, including Constitutional Amendments,
Referenda and other propositions shall be placed on the ma-
chine in the space provided for that purpose and may contain
a condensed statement of each proposition to be voted on,
accompanied by the words "Por" and "Against" or by the
words "Yes" and "No. " The word "Yes" shall be interpreted
as meaning a vote for a constitutional amendment, statute or
ordinance referred, or other proposition, and the word "No"
as a vote against a constitutional amendment, statute or ordi-
nance referred, or other proposition. The titles of the offices
on the ballot labels shall be printed in type as large as the
space for such office will reasonably permit; there shall be
printed below the office title the words "Vote for One, " "Vote
for Two, " in accordance with the provisions of Section 63 of
Article 33 of Bagby's Annotated Code, Edition of 1924, or
such number as the voter is lawfully entitled to vote for out
of the whole number of candidates nominated for such office.
At least one voting machine shall be provided for each four
hundred registered voters, and the Board of Supervisors of
Election is authorized and directed to rearrange precinct
boundaries in Baltimore City and, where necessary, to enlarge
or reduce the number of such precincts so as to permit, as far
as may be practicable, the use of one voting machine for each
four hundred registered voters in said City; provided, however,
that no change shall be made in the Ward lines, Legislative
District lines, or Congressional District lines in said City;
and provided, further, that each precinct in said City shall be
equipped with such number of voting machines, not exceeding
one machine for each unit of four hundred voters or fractional
