SEC. 29. The Commissioners of Ridgely shall have the power
to select any Justice of the Peace in the Seventh Election Dis-
trict of Caroline County to act as Police Justice within the
corporate limits of said town, and any Justice of the Peace so
selected, and if no Justice of the Peace is so selected then any
Justice of the Peace in the Seventh Election District shall have
jurisdiction to try, hear and determine all offenses committed
in violation, of the ordinances of the Commissioners of
Ridgely.

SEC. 30. All fines imposed and collected for the violation of
the ordinances of the Commissioners of Ridgely shall be paid
to the Clerk of Ridgely after deducting therefrom the costs.

SEC. 31. The Commissioners of Ridgely shall have the
power to pass ordinances and make by-laws providing for the
construction, extension, maintenance and operation of sani-
tary sewerage, storm water, drainage and water systems, and
to assess the costs and expense thereof in whole or in part upon
the owner or owners of property abutting upon the pipe lines
of any such sanitary sewerage, storm water, drainage or water
systems which costs and expenses for said improvements
shall be a lien upon the abutting property and shall be col-
lectible in the same manner as other town taxes are now col-
lectible in the town of Ridgely as prescribed by law.

SEC. 32. The Commissioners of Ridgely shall have the
power to pass ordinances and make by-laws providing for the
construction of any system of sewers and sewage disposal
works in accordance with any plan now or that may hereafter
from time to time be adopted as may seem to them necessary
to meet the requirements of the town and to protect the health
of their citizens, and the said Commissioners of Ridgely are
hereby authorized and empowered to enter upon and condemn
all lands necessary for the installation, construction and oper-
ation of any system of sewers and sewage disposal works,
sanitary sewage, storm water drainage of water systems,
which condemnation shall be had in the same manner as is
now provided by law for the opening of the streets of the
town of Ridgely.

SEC. 33. The Commissioners of Ridgely are hereby author-
ized and empowered to make all necessary rules and regula-
tions, and to pass all ordinances and by-laws in their judg-
ment necessary for governing the use of any sanitary sewage,
storm water drainage and water systems or system of sewers
and disposal works, and to provide rules and regulations
regarding the plumbing within or without buildings to be con-
