HARRY W. NICE, GOVERNOR. 13

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 209 of Article 22 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Washington Coun-
ty", sub-title "Funkstown", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

209. The burgess and commissioners shall not contract any
debt or liability, unless they shall have beforehand, by levy of
taxes or other lawful methods, provided for the payment there-
of; and in no case shall they allow the aggregate amount of
the liabilities or indebtedness of said corporation to exceed its
cash assets more than two thousand five hundred dollars.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon by a yea and nay vote, supported by three-
fifths of all of the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 9.

AN ACT to repeal Section 120 of Article 6 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Caro-
line County", sub-title "County Treasurer", as said Section
was amended by Chapter 6 of the Acts of the 1933 Special
Session of the General Assembly of Maryland, and to enact
in lieu thereof a new section to be known as Section 120,
relating to delinquent taxpayers.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 120 of Article 6 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Caroline County",
sub-title "County Treasurer", as said Section was amended by
Chapter C of the Acts of the 1933 Special Session, be and
it is hereby repealed and that a new section to be known as
Section 120 be and it is hereby enacted in lieu thereof, to read
as follows:

120. On the first day in January in every year taxes shall
be deemed to be in arrears and interest shall be charged and
collected on all taxes not then paid from September 1, the
