Upon failure to comply with such notice the registration of
the voter shall be cancelled and the notice shall contain a
warning to that effect.
Upon the appearance of the voter at the office of the Board,
he or she shall be examined under oath as to his or her right
to be registered in the precinct to which he or she has re-
moved, and, upon the establishment of such right, the new
address and the number of the ward and precinct to which
the voter has removed shall be entered upon the original and
duplicate cards.
In case of removal to another precinct within the city, after
such removal has been noted on the registration cards, the
original registration card shall be transferred to the precinct
register of the precinct to which the voter has removed, and
a red line shall be drawn through the name of such person in
the precinct book of the precinct from which he or she shall
have removed and through all other entries on the same line
and his or her name shall be entered in the precinct book of
the precinct to which he or she shall have removed.
For the purpose of enabling persons to register, transfer,
affiliate and change their affiliations in this manner, the Board
of Supervisors of Election of Baltimore City and their regis-
trars shall have the rights and powers of registration officers,
including the right and power of administering oaths, as fully
as those rights and powers are possessed by the registration
officers heretofore appointed under existing law; provided,
however, that any person aggrieved by any decision of said
Board or said registrars shall be entitled to have said decision
reviewed in accordance with the provisions of Section 27 of
this Article.
Whenever any person applies for registration in Baltimore
City who is a registered voter in any election district or pre-
cinct in any county of the State, he or she shall be required,
before he or she shall be entered as a qualified voter, to produce
and file a removal certificate in the form set forth in Section
39 of this Article, unless such application shall be made in a
year in which a general registration shall be held in the county
in which such applicant shall be registered.
All persons who apply at the office of the Board for registra-
tion or transfer shall be examined under oath as to their
names, addresses, age, qualifications as voters and right as
such to register and vote in the precinct in which they claim
residence.
29-N. When the boundaries of any precinct shall be changed,
it shall be the duty of the Supervisors of Election to correct
and transfer the registration forms or cards of the registered
