purpose or purposes shall be expended subject to the terms of
such gift or legacy, provided that the Governor shall assent to
the acceptance of such gift or legacy.

SEC. 4. And be it further enacted, That all funds in the
State Treasury to the credit of the appropriations herein made
at the end of each fiscal year, which are not directly obligated
by some specific appropriation herein or hereinbefore made,
such as the retention of excess highway receipts over estimates
for future legislative action as outlined in the text of the State
Roads budget, shall, at the end of each fiscal year, revert to the
general Treasury of the State, whether the same be now
carried as special funds or general funds. Any Acts or parts
of Acts inconsistent herewith are to the extent of their incon-
sistency hereby repealed; provided, however, that this section,
shall not apply to the State Industrial Accident Commission
nor to the State Game Protection Fund; nor to the contingent
reserves of the University of Maryland and provided further
that this section shall not apply to unexpended balances in
any reserve or contingent fund subject to allocation by the
Governor or the Board of Public Works.

SEC. 5. And be it further enacted. That where any increase
is made herein in any salaries fixed by any Act of the General
Assembly heretofore enacted, the passage of this Act shall
operate as an amendment to such Act to the extent of such in-
crease. No part of any appropriation hereinafter made provid-
ing for the payment of salaries shall be used for the payment of
any other expense, and no part of any appropriation for any
item of operating expense other than salaries shall be used for
the payment of salaries without the previous approval of the
Board of Public Works. No salary of any classified employee
shall be reduced until the employee affected thereby has been
notified of the proposed reduction and afforded an opportunity
to be heard before the State Employment Commissioner of
Maryland, and when the State Employment Commissioner ap-
proves a reduction in the salary of any such employee, he shall
notify the employee affected thereby of his decision, setting
forth his reasons for such reduction and any such employee
shall have the right of an appeal from any such decision to
the Board of Public Works at any time within ten days after
the decision of the State Employment Commissioner, and 110
such reduction shall take effect until the time for appeal as
herein provided has expired, and in cases where there is an ap-
peal until the proposed reduction has been finally approved by
the Board of Public Works.

No part of any appropriation hereinafter made providing
for the payment of salaries of persons in a named classification
shall be used for the payment of salaries of persons occupying
positions in any other classification, and no classification shall
