premises, operating under a license issued by said Board, has
violated or is violating any provision of this Article, for the vio-
lation of which provision licenses may or must be revoked or
suspended, the said Board, may, in lieu of ordering such revoca-
tion or suspension of said license, order and direct the licensee
to exchange his license for a "lesser" or "more restricted"
license, (a "lesser" or "more restricted" license shall be deemed
to be a license under which the sale of alcoholic beverages of
a lower alcoholic content, or of a more limited kind, only may
be sold, than were sold under the license ordered transferred,
or shall be deemed to be a license having fewer privileges, or
one containing more or greater restrictions, than were per-
mitted to be exercised under the license ordered transferred)
and the said Board is hereby vested with full power and au-
thority to determine within its own discretion, if any license
shall be suspended or revoked for the violation of any of the
provisions of Section 62 of this Article or any other provision
thereof, for the violation of which provision licenses must be
(suspended or revoked. Provided, however, that this sub-section
fihall apply to the first, second, third, fourth, fifth, seventh,
and eighth districts of Anne Arundel County only.

(d) HARFORD COUNTY. In Harford County it shall be the
duty of the Liquor Control Board to make or have frequent
inspections made of the premises of all licensees; and, if it is
found that any such licensee is violating any of the provisions
of this Article, or the regulations promulgated hereunder, or
is failing to observe in good faith the purposes thereof, or is
not maintaining the premises in a clean, sanitary manner, the
Board shall, in its discretion, after a public hearing, revoke
or suspend the said license; and such cases shall be reported
to the State's Attorney and the Sheriff of Harford County;
and it shall be the duty of said Sheriff and said State's Attor-
ney to prosecute such licensee under the provisions of this
Article. The said Board shall also revoke or suspend, in their
discretion, and after public hearing the license of any licensee,
on whose premises any gambling devices are found, which are
illegal under the laws of the State of Maryland, or any alco-
holic beverage found, other than beer and wine of legal con-
tent.

63. PROCEDURE, (a) GENERALLY. The Comptroller, the
Board of License Commissioners for any County or Balti-
more City, or State Appeal Board, as the case may be, may
on its own initiative or upon the written complaint of
ten or more citizens, residents, real estate owners and
voters of the precinct in which any licensed place of busi-
ness is situated or upon the complaint of any deputy or in-
spector employed by the Comptroller in the administration of
