right to vote may file an appeal to the Circuit Court for Prince
George's County and the same shall be determined by said
Court.

Any qualified person desiring to run for the office of Mayor,
Treasurer, or Councilman at Large of said Town shall file, or
there shall be filed in his behalf, with the Supervisors of Elec-
tion of said Town a petition containing the request of at least
25 persons who are qualified voters in the Town of College
Park, and any person desiring to run for Councilman from a
District shall file, or there shall be filed in his behalf, a peti-
tion with said Supervisors of Election containing the names
of at least 20 qualified voters in his District, at least 15 days,
including Sundays and legal holidays, prior to the election.
The Supervisors of Election shall cause to be published, in
appropriate manner to give general publicity, the names of
the candidates and the positions to which they aspire.

All the provisions of the Public General Laws of this State
now in force or hereinafter enacted relating to the determina-
tion of elections, providing penalties for illegal registration,
illegal voting, corrupt practices and requiring reports of the
expenditure of money in connection with any election shall be
and hereby are made applicable to all elections held under
the provisions of this Charter.

(b) In the event the office of Mayor, Treasurer, or any
Councilman, or any or all of them shall become vacant for
any cause other than the expiration of the term for which the
incumbent was elected, such vacancy shall be filled by election
or appointment as follows:

The Council shall elect one of its members as Mayor to
serve for the unexpired term or until his successor is elected
and qualified. The Mayor shall appoint a qualified person as
Councilman to serve the unexpired term of any Councilman
whose office shall become vacant, subject to the approval and
ratification of the majority of the Council. In case of a
vacancy in the office of Treasurer, the Mayor shall appoint,
subject to the approval and ratification of the majority of the
Council, a qualified person to serve as Treasurer to fill the
unexpired term of office of any Treasurer whose office has
become vacant.

SEC. 9. And be it further enacted, That the Mayor and
Common Council shall meet in some convenient place within
the Town on or before the second Monday in May of each year
and as often thereafter as may be necessary in the discharge of
their duties, provided, however, that they shall not meet less
than once in every month. All meetings of the Mayor and
Common Council herein provided for, shall be open to the
