wine and liquor (off sale), Class A, license, upon compliance
with the provisions of this Article, and upon the payment of
the fees herein prescribed for each class of license.

(d) Every license shall be appropriately numbered by the
official issuing the same.

(e) Nothing in this section shall apply to any Dispensary
system in any County of the State.

(f) Nothing in this section shall apply to any Beach and
Amusement Park License" issued in Anne Arundel County
pursuant to Sub-section (e) of Section 25 of this Article.

38. RESTRICTIONS AS TO NUMBER OF LICENSES
IN ANY COMMUNITY AND PROHIBITED AREAS. The
Board of License Commissioners for Baltimore City, and the
Board of License Commissioners for any county, respectively,
shall have full power and authority by rules and regulations
to limit and restrict, in accordance with a definite standard
the number of licenses which they shall consider sufficient for
any neighborhood, to regulate and limit the use of mechanical
music boxes and other sound making devices, and to divide the
city or county, as the case may be, into districts, and prescribe
areas in which no licenses may be issued. Any applicant or
licensee feeling aggrieved by any limitation, restriction or
prohibition imposed by any such Board shall be entitled to
appeal as hereinafter provided.

39. LICENSE NOT TO BE ISSUED IN VIOLATION OF
ZONING LAWS. No license or permit under the provisions of
this Article shall be issued in violation of any zoning rule or
regulation as the same may from time to time exist under and
by virtue of any ordinance or ordinances passed pursuant to
the authority contained in Article 66B of the Code of Public
General Laws of Maryland (1939 Edition, as amended), title
"Zoning", or Chapter 599 of the Acts of the General Assembly
of 1933.

40. BUILDING REGULATIONS, ETC. No license under
this Article shall be issued for premises which do not conform
to any requirements or specifications given elsewhere in this
Article.

41. ALLEGANY COUNTY. In Allegany County. (a)
No person, other than a citizen of the United States of America
shall have any interest of any kind or character in any business
for which a license is issued hereunder, and no license here-
under shall be issued to any person who is not a citizen of Alle-
gany County.
