30. HARFORD COUNTY. In Harford County, (a) Licenses
shall be issued only for beer, lager beer, ale, porter and other
brewed beverages containing not more than six per centum of
alcohol by volume, and wine and other fermented beverages
containing not more than fourteen per centum of alcohol by
volume.
(b) "Off Sale" licenses shall permit the licensee to sell for
consumption off the premises only, not less than one-half
dozen bottles or cans of brewed beverages as defined in this
Article, and not less than one-fifth of a gallon of fermented
beverages as defined herein.
(c) Licenses for portions of a year may in the discretion of
said Board be sold to bona fide seasonal clubs.
(d) "On Sale" licenses shall be granted only to bona fide
restaurants, incorporated clubs, and/or hotels. "On Sale"
licensees may serve beverages to bona fide guests only, to be
consumed at regular public tables, or, in the case of hotels,
may be served in guests' rooms; or such licensees may also sell
for consumption off the premises, as provided in this Article.
"Off Sale" licenses shall only be granted to proprietors of bona
fide retail stores selling food, drugs, or other similar com-
modities and items as designated by the Liquor Control Board.
(e) Nothing contained in this Article as to Harford County
shall apply to or affect Class P licenses issued under this
Article, with respect to sales of beer, wine and liquor or other
alcoholic beverages on passenger trains, while said trains are
in transit through this county.
(f) "Restaurant", as used in Section 12, means a business
establishment for the accommodation of the public, fully
equipped with a proper and adequate dining room, tables and
chairs, and sufficient facilities for preparing and serving regu-
lar meals, as may be approved by the Liquor Control Board;
and with sanitary facilities, running hot and cold water,
equipment for the proper cleansing of dishes, and adequate
toilets, as may be approved by said Board and the Department
of Health; and sufficient food on the premises for serving
regular meals; with a proper sign or signs, in front of said
establishment designating "Restaurant", or food and bever-
ages sold therein, and not advertising any other business; and
wherein said establishment the average daily receipts from the
sale of foods cooked or prepared and served on the premises
where the license is exercised, and other foods, commodities
and items defined by the Liquor Control Board exceed fifty
per cent of the average daily receipts from the sale of beer
and wine.
