for or against said bond issue. If a majority of the votes cast
shall be "For Sewer Bond Issuance", then said bonds shall be
issued and sold, but if a majority of the votes cast shall be
"Against Sewer Bond Issuance", then this Act shall be null
and void and said bonds shall not be issued or sold.
SEC. 11. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
807 of Article 11 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Frederick County", sub-
title "Treasurer", as said section was amended by Chapter
58 of the Acts of 1939, relating to banks in which the
County Treasurer of Frederick County may deposit money.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 807 of Article 11 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Frederick
County", sub-title "Treasurer", as said section was amended
by Chapter 58 of the Acts of 1939, be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:
807. At the general election to be held the Tuesday next
after the first Monday in the month of November, in the year
nineteen hundred and thirty, and on the same day in every
fourth year thereafter, a county treasurer shall be elected
by the qualified voters of Frederick County, who shall hold his
his office from the first of July next ensuing his election for the
term of four years and until his successor in office is duly elect-
ed and qualified, and who shall be removed from office by the
County Commissioners of Frederick County upon conviction
in the Circuit Court for said County, or in any other County
having jurisdiction in the premises, for any wilful neglect of
duty, or misbehavior or malfeasance in office; and in case
of a vacancy in said office, by reason of a removal from office
as herein provided, or by reason of death, resignation, re-
moval from the County, or in any other manner, the Governor
